On June 5th I signed a contract with Julian Miller who promised to have a completed website within 30 days or a full refund.  It's July 28th and I have neither. I got nothing but excuse after excuse and broken deadline after broken deadline. I'm out $880 and still fighting to get it back. He is not trustworthy and if I had to do over I would never have done business with him.

He comes off as a genius. He even gave me 2 references so I trusted him. I never expected to be out money.

In our initial conversations through email he promised a *completed* design within a week.  6/14 I had the first mochup! He promised the mochup 2 days after I paid him.  The mochup wasn't even what I wanted. I made corrections and he promised a new design.  We had a deadline for the 18th, but he broke it. He claimed that because I didn't confirm a deadline he didn't have anything to show me. He said he was "plowing" away and he passed the stopping point so we had to wait for another deadline. Of course he broke that one too.

I've never met a person with so many excuses. Either he was too sick, his server was down, he didn't have a proper stopping point, he was out of state, etc. Excuse after excuse after excuse!

What's worse is that he made it seem like we were half way done! How? I saw 1 design! Finally I got fed up after 30 days of excuses and only seeing 1 design so I filed a dispute with Paypal since they only give 45 days and I was tired of holding out for him.

He will tell you to pay using Paypal because you can file and win a dispute.  That's a lie. Paypal won't refund you if you are fighting over a virtual transaction!

Now I'm still waiting for my refund from him! Now he's saying his account is frozen and he can't pay me.  How about a money order?!

I condensed the story, but I have email after email of broken promises and broken deadlines.  I wasted a month and lost my money.
