I must inform you that Juniper Bank carries only Visa and Mastercard branded accounts, and as per the agreement with Visa USA and it's counter-part Mastercard, credit card issuers cannot offer terms that indicate that you must pay off the balance in full every month. At Juniper Bank, to offer you a Visa or Mastercard they MUST (unless your account has defaulted) offer you a monthly payment option, and Juniper has never had a balance transfer offer that required payment of the balance in full on the due date. I also wanted to mention that the fee you incurred is not in fact a finance charge, it is a Balance Transfer/Convenience Check fee that is applicable to all account terms, so even if you did not have a promotional APR, then these fees would have been collected anyways. The standard BT/CC fee is 3% of the total amount, and usually $5 minumum, and $50 maximum.
