I attended Lockyear back in 1989-1990 via a Job Corps Center in Iowa. I've just recently traced the transcripts down.
Regardless of whether you went through a Job Corps or not, the records are found at the Department of Public Records (317-591-5220 ext. 288). They are $10 each and they can either mail you the form or you can download it here: http://in.gov/icpr/2783.htm.
Downloading form... in the center of the page look for the header "Indiana State Archives" and the form #48905 - "Request and Authorization for Release of Student Records". Fill it out and print it. It must be signed. Send check and form to the address in the upper right corner of the form.
Call them first to make sure they have your records. If you went through a Job Corps, let them know because the records are in a different area for the person to look and verify. Once they've verified that they have your records, fill out the form and send payment.
Make checks payable to: Indiana Commission on Public Records. I hope this helps someone else too. I would suggest also having a set of transcripts sent to yourself as well, just so you have them.

Donald, Lockyear partnered with Berea College in Owensboro, KY for a while. My records and transcript are there. You might try to contact them about your transcript. I had signed up for one of their courses after graduating from Lockyear so I am not sure if they have all of the records or just mine because I transferred. Worth a try. Good luck with your search.
