I work for an ISP that offers *free* webhosting to internet subscribers and has huge discounts for SEO vendors. $10k is way too steep. With a price tag like that, you could put on a event and market it in the newspaper, radio, tv and other local papers in a week and have better results.
I usually see the best marketing as being free or cheap. Craigslist...Ebay.
You could even pay a couple of cute girls $100-$200 to walk around in your clothes for awhile and have them talk to people about your business. Creating a bulk of business through a personal business website seems to be a latter approach when marketing a clothing boutique. I'm not trying to sell my services as we don't operate in NY, I just think the term "It takes money to make money" is taken way too literal now a days.
