It is impossible to "turn back" odometers. Vehicles made since the late 80's use electronic speed sensors, not cables. The units are hermetically sealed so noone can tamper with them. If anyone attempts to tamper with the digits, the gears that turn the numbers instantly break. In such a case, the odometer would not work at all. It is possible someone replaced the gauge cluster with another from a car with fewer miles or with a new unused one if the original was bad. You need to see what is on your purchase paperwork and the title. If it states the odometer has been replaced and no actual mileage is known, you are probably out of luck. If it says the mileage was verified by the seller, you may have a claim against the dealer. Dealers are required to verify, if possible, actual mileage. See if this helps you.
