You're really stretching the definition of "dangerous condition". Recalls are usually issued for problems that can cause injury or loss of life without warning. Things like loss of control, fires, problems with safety features (air bags, belts) etc... Not having a heater doesn't really qualify. If you know ahead of time that your defroster is not operational and you drive it in the winter anyway, you are putting yourself in danger. Just about every type of car has engineering defects that cause common failures. Factories issue service bulletins about them all the time. If you're still in warranty, you get them fixed for free. If not, it's up to you to get it fixed on your own dime. That's part of the car ownership experience. Quit whining and get your heater fixed.
