The issue here is that either you or your agent failed understand and to communicate that your home was not on a continious concrete foundation. Mutual of Enumclaw insured you and would have covered a claim if it had occoured within that time. Once the mistake was discovered they took action to correct the mistake. With many years of data and millions of claims the homes on non-continious foundations have been found to have an unacceptable rate of claims for the type of policy you purchased.
