It is now 1-29-2012 And refuses to do the job I paid for over a year ago.
I paid him using PayPal on 10-6-10 $275, and on 10-22-10 $550.
This was for putting together a K1VISA petition, and file it for me and my fiance with the USCIS.
It took me a while to get all the documents and records together.
In May last year, I had completed all the info required and sent it to him.
He said that it must have been lost in the mail. Then after a couple weeks delay, he admitted that that he had it, or found it.
On 5-30 or 31-11 ,He said that he mailed it to the USCIS for processing.
On 6-6-11 he said I should receive a case number in 2 to 4 weeks.
(In truth, when you send it in, they email you in 1 week with the Notice of Action receipt number, then in 1 more week you get the NOA receipt in the mail) With that # you can go online and watch the progress of your case.
Robert said a K1VISA can take up to two years for approval. That may be true but it doesn't take that long to get the notice of action.

So on 7-7-11 he said,  he would check on it.
On 8-7-11 he said, he would call them.
On 8-31-11 he said, he would get back to me.
On 9-26-11 he said that the USCIS is slow and to hang in there.
On 10-28-11 he said that he sent in an official request for information, and that the USCIS had to respond in 45 days. 
On 12-1-11 he said that his father died and he still has heard nothing from the USCIC.
On 12-5-11 he said that he would return my papers, but not my money, and I can file the papers myself with the USCIS.
On 12-18-11 he had not sent me anything. Not my records, not my money, and never gave me any proof that he did anything, so I made my first report to this ripoffreports.com.
Now he plans to keep everything that I sent him because I reported him. (Ironic isn't it) He says he has no motivation to help me or do anything for me because I complained and reported him.
I guess the $825 was not enough motivation for him to do what he was paid for.
Now it is 1-29-12 and he still has all my stuff, and still plans to keep it..
I called the USCIS and they told me to report him to the FBI, FTC, PayPal, and my State Attorney General, which I will do in 1 week if he doesn't return my property.

If you have also got Ripped off by Them, please contact me. Maybe we can get a class action lawsuit going.

Robert Mercer fooled me too.  I gave him $600 dollars and my personal info months ago and still haven't gotten anything. He is impossible to get a hold of.  Also, I called the USCIS and I have no case file, so I know he's done nothing for me.  Something has to be done about this.
