The consumer has NO OBLIGATION to pay for or return merchandise that is received that WAS NOT ORDERED by the receiving consumer.

If that was the case, all you had to do order something, then when the bill comes say you didnt order it and you get it for free. Legitimate buisnesses would go out of buisness left and right.
The proper thing to do is refuse it send back no cost to you and request not to be sent any thing else.

If some one sends you some item you did not order and get billed you do not have to pay for an item you did not order . You get to keep it for free . I would write on this bill that you did not order this item and you refuse to pay for something you did not order. I would also request this agency to stop contact right away
