This is not a rebuttal, but some information for the original poster. An "out-of-round" condition is a manufacturer defect, and falls under the manufacturer's warranty. NTB would NOT lose any money processing your warranty, so it's confusing to me why they wouldn't want to assist you. The manufacturer would reimburse NTB for the cost of the tires. I don't know what kind of tire you purchased, but for explanation's sake let's say it's Brand-X. You can go to ANY Brand-X dealer and they can process your warranty. You don't have to go back to the place where you purchased your tires. I have processed transactions like this for customers from other businesses. If need be, you can contact Brand-X yourself.
