The FCC has requested comments from the public regarding a petition for a declaratory ruling finding that those who knowingly assist illegal telemarketing are liable under the federal Telephone Consumer Protection Act. Pacific Telecom Communications Group, Telephone Management Corporation, and Fred Accuardi are the focus of the petition. You do not need to be a lawyer to submit comments to the FCC. If you are tired of getting stupid telemarketing calls, you can do something about it now by submitting comments in support of the petition. Comments are due by August 8, 2014.
The FCC notice is at [apps.fcc.gov/edocs_public/attachmatch/DA-14-976A1.pdf]. Comments can be submitted at [fjallfoss.fcc.gov/ecfs2]. Select Submit a Filing Express and then Proceeding Number 02-278.

I don't know if you were aware of this but it looks like another guy Joe Pullen at (((REDACTED))) on another thread was going after these guys and may have found them. I tried contacting him but that email is no longer functional.
Also there is a Wordpress site with some info on them at http://telemarketerspam.wordpress.com/ If I recall the owner of this scam service tried to sue the blog owner behind the WordPress site and I think the blog owner prevailed but I'm not sure of the status of the case.
In any event these Pacific Telecom guys are scum. They rip off people and also the telco's - the wordpress site does a great job of explaining all of it so I'd suggest going and looking at it.
