You pay a 'fee' for your 'winnings'. So what is the difference if the 'fee' is a 'tax', a 'service fee', or a 'courier delivery fee'. Either way, any 'fee' could easily be paid out of the supposed winnings, could it not? Why would they involve you? If the lottery folk could send your winnings to a courier service, why couldn't they as easily send the winnings to you? You REALLY want that 'found' money, don't you, and you will suspend all disbelief to get it? Except you will NEVER get 'your winnings'. You will wire some money to who-knows-whom at who-knows-where and that will be the end of it.
