Fraud by definition is intentional deception resulting in injury to another person. Qwest would love to upgrade your speed but it isn't always possible even when the system says it should be at first. For example if you must be within say 300 yards of a node to qualify for the faster speed but your apartment is 310 yards the system will estimate that you should qualify and when the tech actually goes out to set it up thye'll see it won't work and will need to cancel out the order. Or if the wiring in the building is of insufficent gauge to support the faster speeds they would also cancel out the order. Or if there is too much line interference they would cancel the order. By the way Qwest doesn't usually wire the building it's usually done by the builder. As far as advertizing well that is done on a mass scale and no where on any of it does it say that we garantee all speeds to be availible to all locations because it just can't be done. We all see ads all the time for things that aren't in our area, regardless of the ad type. My sunday paper shows ads for stores without a location within 50 miles of it cirulation base! I'm truly sorry you don't have faster speeds availible to you but it's better then in some areas where there is no high speed at all.
