Approximately 10 years ago I hand delivered a cashiers to Darla Goggin in Orange, Ca. for the purchase of a buildable residential lot in the Buena Vista neighborhood of El Dorado Ranch. My contract states November 28th, 2007 and the cashier's check states December 6th, 2007 as Darla had prepared the documents the week prior. My purchase price $36,230.00. Lot number 7800-028-08 It's understanding that the 5 step permit process of legally aubdividing the lots will not be complete until all the stipulated improvements and amenities are met, one of which was electrical infrastructure. I have asked for a refund many times and I know Michael Cresci knows what a refund is. When you have to wait a whole horrible10 minutes at Lowe's and they give you the 108 dollars back and cancel your order. I've been waiting 10 years and Michael Cresci not only won't give me a refund but the hoa continues to send me an hoa bill on a lot that probably doesnt exist yet. And the municipality of Mexicali is sending me a ridiculous property tax bill on a lot that probably doesn't exist yet. IMHO: If my lot even exists, there is little to no value to these lots, and I am unaware of anyone at el dorado ranch ever getting a refund from R-Mac Properties, Inc or the developer. I believe an R-Mac salesperson did get a full refund on her lot purchase at Rancho Costa Verde and I would guess she had some inside information. Note: Mitch Creekmore of Stewart Title may be able to answer questions about the permit process in Mexico. I have been told he was involved in the sales process at el dorado ranch and I definitely remember the sales brochures had the Stewart Title logo so I believe this to be true. I also remember the Stewart Title billboard near the main entrance to El Dorado ranch.. .

 I received my HOA bill in the mail this morning and I will attach it to this report. The hoa reuses to take my lot but continues to add to the HOA bill. Please keep in mind I haven't been in San Felipe, Mexico or at El Dorado Ranch since early 2008. My understanding is you are not allowed on the property unless your HOA is paid up. Also keep in mind that I have never transferred ownership as I was waiting for the permit process to be completed and the developer never finished the work. I have heard stories of intimidation in regards to the HOA dues that the HOA is now threatening to ruin people's credit. Please keep on mind there are over 9,000 owners at El Dorado Ranch. Many lots did not receive electrical infrastructure and other improvements necessary to complete the permit process. Just in the areas that didn't receive electrical infrastructure, I heard there were over 100 homes built. I heard one particular resident had her home catch fire due to the generator loaned to her by the hoa and/or developer. I might still have the pictures but I can't share as she has been intimidated. I was a good little victim the first few years and payed my HOA dues but eventually I gave up waiting and told them to sell my imaginary lot. Apparently the real estate agents in town won't take my listing as it's not in my name yet. Not sure why the HOA doesn't just take it. I guess the bogus $7,616.00 in accounts receivables looks good on their ledger.
