Retrieval towing actually put the owner of the apartment complex in legal troubles. The drivers were using the contract with them to abuse tenants who lived in the complex.

Ok first off I would like to clear up something about the truck number and the road that you were towed from.
Retriever Towing only has truck numbers ranging from 91-99 and truck 100 for medium duty use.
The street you were towed from because I know the exact location. since I myself have towed vehicles for the same reason from that particular street, is not a dead end. There is no parking on the whole street, regardless wether you saw the sign, it was posted.
I am trying to be considerate and let you know that the truck was truck #91 which is driven by intial J.B. and he has done this to many other people on numerous occasions, I have witnessed his behavior in person and as a fellow co-worker had him treat me similiarly.
I know that he pocketed your 40.00 for the simple fact that if he had been able to cut you a deal he still would have had to provide you with a receipt of such transaction. He also would have had to clear the deal with Chuck (the manager of retriever), has to report the drop to the tow desk (the city of portland), and has to have your information on the invoice which then becomes your receipt. TO MAKE IT A LEGAL DROP OR TOW on that street in particular, the driver of the truck needs to have the vehicle in the air on the stinger with a strap over one tire of the vehicle being towed. ALSO the driver has to call tow desk BEFORE he can touch your vehicle.
I think that it would be in your best interest to contact the towing coordinator of the city of Portland, which retriever towing can provide you the number to reach her, or you can do a internet search for the towing coordinator for portland and its listed there in the results as well.
I am truly sorry that your grand child wasnt being supervised enough to almost get hit by a tow truck as they are very heavy trucks and could kill someone if they hit them, especially a small child. You really shouldnt let your child wander so close to a road without you right there since you stated that 3 other people TOLD you that the driver almost hit your grandchild.
I think that what he did was immoral, greedy, and he should have either charged you the 100 to drop it and do it legally or just let it go all together. If you look at it this way he did you a favor in the end because he could have taken the car and charged you upwards of 315 since you couldnt afford the 100 drop fee had he done it all legally but since he was a greedy jerk he decided to get what he could, rip off not only you but retriever and pocket your 40.00 that he didnt deserve. His commission on the drop would have only been a small portion...27.00 of the 100 was rightfully owed to the driver had he done it legally with all the proper laws and procedures in place. Since he chose himself over everyone else *BIG SHOCK*( this happens more than anyone knows about) he ruined your family outing and took what money could have been spent for Im sure much better things than his dog.
I feel for you and since he did what he did if you have witnesses that saw the cash exchange take place, REPORT it. Dont let this driver get away with this. He is ruthless and is one of the many that give Retriever a BAD NAME!!
