Complaint Review: Richard Worley - Crest Mobile Manor - Pomona California

After Mr. Scott & Gina Hansen and (son) Mr. Steve & Natasha Harris became management in Jan. '06 everything went haywire. Based on information and my belief they have been overcharging for utilities. We would like to have an investigation from last year to this year. There is a big discrepency. Next door to my home they are trying to fit a hugh 4 bedroom and is re-compromising my lot space to accommodate this unit. It is illegal for them to do that without concent.

I have been pleading with HCD to help with re-marking the lot spaces. Without permission they are marking and changing lot sizes. Also the sewage is so bad that one resident has overflow into the backyard and I told her to have health and safety check and look at it. The pipes are old and needs to be replaced. Very unsanitary. The other side of the park smells also.

They have just in the process to fix their fictitious name and there are two documents so far. Crest Mobile Manor Doc.#2234125 dated 10/06/06 and Crest Mobile Manor 06 2234126 dated 11/08/06. What does that mean? It took them at least 8 years to fix it.

I came in, in '99 and signed contracts. Mr. Hansen and Mr. Harris is taking pictures all over the place when we have guess and especially my 14 year old daughter. I have to retain a Restraining Order now because not only does he comes from my backyard from behind at 9:00-10:00PM to take pictures but now it is spreading to the basketball courts. He has a sick upsession of my daughter. Based on information and my belief he is a felon for domestic violence. Most of the pictures he takes are minors. Based on information and my belief he is using a computer to develop these pictures. What is he doing with them. Not only that he does show these pictures to residence in this park. That is how I found out. They asked me to do repairs to my house, have a contractor out here to measure and estimate my home and he turns around and gives me a notice of "TRESPASSING" rules and regulation violation.

He refuses and harasses my contractor. He took pictures while he was here and they instigated an arguement. Especially Mr. Hansen. He is not allowing people to sell their home because he refuses to pass them for the rental part. Especially the 1974 and older homes. Even if HCD passes for Health and Safety he still refuses. He wants all the old homes and removed and put these gigantic homes in making us live almost window to window like apartments. Not allowing the code of 3 feet all around.

We have at least 50 or more now residence that are very unhappy and the owner Mr. Richard Worley can care less. I have asked for arbitration twice already according to our contract and he has straight out ignored me. I've even asked Inland Valley Justice Center to intervene and they tell me it is no use.

What are we to do? We desperately need help. The problems are getting worse and more harsardous. Mobile homes being too close can create chaos and fire hazards. This property is leased by LA County he does not own it. And this park has at lease 200 units. And if I really go around I'll find more than 50 unhappy. Mr. Hansen throws his weight like a tyrant and complains about everything and talk to residence like their animals. I even overheard him the other day talking to a senior that asked him a question and his quote was "Thats none of your f**king business!!". Alot of people in this park are on disability and are on fixed incomes. We desparate need HELP! Please advise.
