During the past 55+ years, as a long time inhabitant in Scottsdale, Arizona, The Scottsdale Unified School District No 48 (SUSD) repeatedly has passed bond issues after bond issues in the hundreds of millions of dollars--with no acountability, scrutiny, or transparancy. Question: Who is going to "guard the guard?"
Arizona State Law mandates that whenever bond issues are proposed and submitted to the voters, a Publicity Pamphlet shall be mailed to the Voters, approximately 30 days to the Voters, asking for an up or down ratification.
Also, by State law the Maricopa County School Superintendent is charged to publish letters submitted from the public who are either for or against any proposed bond issue.
But in my case--this "check and balance system," has failed!!! On three separate occasions, during the past 8+ years, I have submitted several proposals in opposition to proposed bond issues, and 3 times my written oppositions have not been published. Finally, during July of 2016 I timely, hand carried in person, my opposition, to the Maricopa County Superintendent's Office, and asked the Superintendent's front desk, to hand stamp my one-page opposition letter.
The Publicity Pamphlet for the general election on November 8th, 2016 had published several letters "for" the Bond override election. However, the Publicity Pamphlet stated there were NO arguments against the Distict Bond Override question. This time I caught them them "red handed:" I have the proof: They Lied!
In part, here were some written opposition comments, in my letter, that were not placed into the most recent Publicity Pamphlet:
*The SUSD Agenda speaks about Values, their Mission Statement, and Aligning Projects: But never disclose any consequences to Taxpayers.
*My "freedom of speech," twice in opposition to the bond issue, was seriously restrained in the public input at regular SUSD public meetings.
*SUSD is a defacto legislative dictatorship, subject to NO one--except "the money powers that be."
*Schools are substantialy below capacity--but again, more construction? (This last time costing a quarter of a billion dollars.)
*Costs can be signifkcantly lowered.
* Deliberate Planned Obsolescence of Buildings--most structures lasting less than only 40 years.
*Bloaded budget--but taxpayers must live within their budgets.
*Former long-time AZ State Legislator proved there is no correlation with dumping more money to improve quality of education.
*Who are the secret financial beneficiaries of bond issues and overrides?
*Corruption is always inherent when piles of money is ripe for plundering.
*Follow the money! A demand is made for a thorough forensic audit/investagation of the SUSD.
*I have written to several regulatory agencies about this corruption, and one Individual in the Arizona State Attorney Generals Office admits this could be a case of corruption.
**However, the Attorney General's office requires a written complaint, and hard evidence --not just strong suspicion of fraud and wrongdoing.
**Therefore, I am asking anyone who knows of any fraud, wrongdoing, or corruption, to report this to the Attorney General.
Here are some miscellaneous observations and facts: (Most occuring over many years.)
***The Contractors are the true promotors behind bond issue overrides. The contractors always originate the bond overrides, and typically provide all the advertising and signage promoting their cause. This is a conflict of interest.
***There are rumors there is over $100 million+ of high techology equipment missing. Also, there is talk about significant thefts from the warehouses of the SUSD.
***Over the past 55 years, while living in this community, the buildings and general infracture of the SUSD is always falling apart and regularly needs demolition and replacing. Over many years this waste involves many hundreds of millions of dollars, and bond underwwriters and contractors who regularly are awarded very lucrative construction contacts are unjustly enriched. In the mid-West and Eastern States, I know that commercial buildings are designed to last at least 100 years to 150 years. This is deliberate planned obsolescence--and the taxpyers pay the bills.
***Furthermore, a considerable amount of SUSD bulildings are used at only around 60% of capacity. During the past several years, SUSD has experienced lower enrollments. So why are the taxpayers again being suckered into bond issue upon bond issues, very recently involving over a quarter of a Billion Dollars to replace broken down Bulldings?
***I am a retired accountant, that handled hundreds of millions of dollars during my career. It is well known by studies of certified fraud investigators and other professionals, that three elements usually exist involving most categories of corruption and theft:
First: There has to be a significant pool of liquid cash, Second: There has to be an opportunity to steal, and Third: the fraudster, in their own greedy mind, believes they can get away with it. Trust me, Human Beings are quite resourceful in devising schemes of corruption and theft.
We have another problem in Arizona. The corrupt and perverted media refuses to investigate, and to publish our letters. We are totally ignored by our so-called "free press."
This matter crys out for action!!!
