I too had service problems but with a SPRINT wireless card for my laptop. I canceled service but they wanted to still charge me for the monthly billing and a $200 early cancellation fee. After getting nowhere like you I did the following. I printed out a letter with the heading "NOTICE BEFORE LAWSUIT". I explained that I wanted a judge to decide this disagreement because In my opinion I should not have to pay on a contract that THEY violated by not providing me consistent service. I further explained all the times I called and emailed them for help but was ignored. I stated that I would give them 14 days to respond before I would go to the courthouse and file the lawsuit. I called sprint and asked the CSR for the address of the legal department refusing to discuss my reason why I wanted it. After receiving the address I mailed the letter CERTIFIED for proof of delivery. In only 3 days I received a phone call from SPRINT corporate office saying that the matter was resolved and I would receive a complete refund which I did receive. I know all situations are a little different but thought you might try what I did. Good luck.
