Paypal will side with the seller 100% of the time if you provide proof you shipped an order.
If the Post Office lost the item, it is the PO's fault, not yours. If the buyer is scamming, then the only way you as a seller can protect yourself, is by providing proof of shipment..which I assume you have? I always pay the little extra for confirmation and usually will insure any item worth over $25.00 as a back up measure before shipping. However, if I am shipping out of the country the P.O. will not let me confirm or insure it unless I pay a fortune so I do not in that case and inform the buyer. However, by law I have fill out a customs form which lists the item(s) I shipped, and is proof that I shipped it so in case of a Paypal dispute I have my proof that I shipped the order.
Paypal will side with the buyer if the seller can not provide proof of shipment, or if the item is not as described when received. If the item is not a tangible good however, Paypal generally will not cover it under it's buyer protection and the seller wins.
I am not saying you did not ship the goods, but what did Paypal tell you was the reason why they refunded the buyer? Paypal does not just "decide" to refund a buyer without investigation, they need to provide a valid reason if they do and you as the seller should know the reason I would assume.
