Unfortunately, waiting years after the dispute makes it hard for anyone to dispute it. However have several options, you could a) send a dispute letter (certified if you want) to CBE Group telling them why you're disputing. You could include that you don't want calls to your number, b) keep on having them call you about the debt, or c) pay the debt off (perhaps with a settlement since you're disputing the charges).
What people don't understand is the collection agency is just doing its job, they were told to collect it, and since you didn't resolve your dispute with Verizon it gets sent to a debt collector. They have supervisors you just have to keep on insisting to speak with one. As well, Verizon has a corporate office that you can complain to. Also there is the BBB, too. So there are so many options that you can have the matter investigated, you just have to take time out of your day.

is with Verizon, NOT CBE. Verizon failed to comply with your complaint. CBE is only doing their job.
