 I am writing on behalf of the petitioner (Ray B.) who is mentally disabled and on Social Security Disability as well as Veteran Disability. Hillsborough County, Florida 13th Judicial Court said "they will not make accommodations for mentally handicap persons residing in a different state since they are not in a 'wheelchair'". Furthermore, Ray lives in Louisiana, and has no means of transportation to the court hearing. The petitioner has paid all child support monies and owes $0 to Child Support Enforcement Section. Petitioner (Ray) filed petition requesting the address and phone of children he has not been able to locate due to mother's excessive need to withhold the information, by moving, changing phone numbers each time she is contacted. This has gone on for several years. The mother in this case rebutted the petition in that she does not want to give out the information despite that all child support has been paid, and extra gifts of monies in excess of $11,000 has been given to her and the children since she left. She abandoned Ray who was in Bosnia in the 'Bosnia conflict' serving the Army at the time she left him. During this time while living on base in Germany, she became pregnant by another soldier during their marriage, and fled taking both children. We have all paperwork necessary showing proof of adultery, and abandonment of the marriage through Army records we were able to obtain. Nobody can locate her or the children. He has not yet filed any abandonment charges nor filed charges on Parental Alienation and Hostile Aggressive Parenting towards the mother in this case. How does he go about filing this? I have some knowledge on the judicial justice system, but am at a roadblock on how to go about filing these charges, and having accommodations met for persons with disabilities. Hillsborough County, Florida 13th Judicial Court set the court hearing in Florida with a two week notice to Ray who resides in Louisiana. This is because the mother petitioned against his request for his children's information. Ray has no way of affording a lawyer due to his low income of SSD and VA payments, and cannot find a lawyer who services both Louisiana and Florida to mediate the situation. Hillsborough County, Florida 13th Judicial Court claims they cannot help Ray since he lives in Louisiana, and the Louisiana Judicial Court claims that they cannot help since the issue is within Florida Court. He cannot speak on the phone or speak on his behalf since he has brain damage. We are desperately seeking any help possible. I intervene on his account being that I hold a BS in Criminal Justice and am educated somewhat to understand how the process works. Unfortunately, I cannot get any help. I have called the phone numbers on all the paperwork Florida has sent him (Ray), and have been hung up on, been told to contact other numbers that have nothing to do with this court document, as well as been treated like a deadbeat dad for child support payments which have been already paid in full. In addition, I have been lied to about workers names and I.D. numbers as well as employees portraying to be in a supervisor position who are not. I can only think this is to avoid being complained on for mistreatment to consumers on their behalf. If I do not have the correct names of the employees, I cannot file a complaint against them. I absolutely cannot get an answer on accommodations for his disability, and have been told exactly that 'I cannot help you', then hung up on. I have been transferred several times only to find that the department I was transferred to is the wrong section. I am getting the run around. If Ray does not show up to the court hearing that he originally petitioned, he will not receive the information of the whereabouts of his children. Please help me figure this out. Anybody that can help would be greatly appreciated.

Call the Justic Department ADA and file a report there are requirement for Local, State and Federal court. I read it last night and from what I see you can file a complant thru them plus state of Florida Justice Dept. This is a hot issue for public buildings a local police department had to pay 150,000 in fines plus had to pay the person who files some money. You can read on there web site all the complaints even against the courts. So look at the American with Disability. I'm filing a complaint against a police dep for not inforcing parking and they even drove by after I called so got a copy of there radio calls (freedom of info) nothing was going on in town and no one was called to give out a ticket at the time and I waited over an hour. The town says there broke but didnt give out a 350.00 fine plus court cost but offered to settelled for 10,000.00 not to push the issue. Town council approved that but I can't reveal who they are. Good luck and check ADA they have to respond to the justice dept by federal law.
