On November 6th I purchased an electronic download of a Chevrolet Express Factory Service Manual covering 1996-2002 models of the Chevy Express and GMC Savannah Vans.  The seller, Tom Senechal, advertised this as "This is the very same manual that your local GM dealer technician uses in repairing/servicing your vehicle.  This manual covers every service and repair imaginable, from oil changes to rebuilding the transmission."

Upon receipt I immediately discovered that two very important sections, Fuel Systems and Emissions Systems, were completely missing, along with the Index and various miscellaneous sections.  I confirmed this by contacting a fellow mechanic who owns the  printed manuals.  I immediately sent the seller an email at the link he provided on his seller's page of [email protected] requesting that he please provide a refund as this manual was not as advertised and did me no good.  I was specifically looking for the manual to aid me with repairing a customer's vehicle with a fuel system problem and this manual was missing that information.

Mr. Senechal only replied to my e-mail with an e-mail of his own stating, "Added you to the blocked list. Tom."

No refund was issued so I filed a dispute through PayPal.  Upon receiving that e-mail I immediately upgraded the dispute to a claim as it was obvious he had no intention of being cooperative.  I also filed a 1 star rating which explained that the manual was missing important information and not as advertised which Mr. Senechal promptly deleted from his seller's page.

The sale took place through Tradebit.com.  I have also e-mailed them and had no response in regard to this.

Yesterday Mr. Senechal also sent me this e-mail:

"I removed your comment  BUYER
BEWARE!!! If you are looking for the COMPLETE Chevy Express FSM
(Factory Service Manaul) this is NOT IT! They advertise this as the
ACTUAL or COMPLETE manual but it is missing chapters and complete
sections. The Fuel systems and Emissions systems sections are completely
absent to name two. This seller also has refused so far to refund any
money for the purchase of this manual which I was duped into buying by
their false advertising. BEWARE!!!  Before
posting crap like this, take 1 min and send me a email i like the part
when you say that i refused to refund you you dont even contacted me
as today, dont even a reply to my email. Nothing. Tom"

And today he sent me this one:

" WARNING!
This seller is a scam artist! On November 7th, 2012 I sent this seller
an e-mailed request at their customer service e-mail link above for a
refund due to this manual NOT being complete, as advertised. They
replied with only this message: Added you to the blocked list.  Read
your email back, the email I replied you is the email that Tradebit
sent because you opened a paypal claim (they reversed the transaction). You never sent anything to me, you prefer leave bad reading from the back but never contact me  By reading this I give you the dumbass award of this month, you really deserve it. Tom"

It is apparent that he is trying to cover himself by claiming I never contacted him.  I am not communicating directly with him per the advise of PayPal who is working on the claim and told me they have had other customers with bad experiences with this seller and they told me he tries to weasel out of doing anything about it.

Be aware if you are looking at Tradebit for service manuals, the majority of them are just duplicates being sold for various prices under different seller names.  I was duped into buying a second copy from a different seller for more money who told me in an e-mail response to my query of them that their manual DID have all the sections, but it turned out to be identical to the one purchased from Mr. Senechal.

Finally a refund, but no thanks to the seller.

I finally received my refunds for the item(s) sold to me by Tom Senechal that were not as advertised.  Mister Senechal had nothing to do with this refund though as he sent me more emails more or less telling me he intended to ignore me and let Tradebit or PayPal deal with the problem.

I finally managed to get both Tradebit and PayPal to cooperate with me and they refunded my money.  Tradebit also removed the files that Mr. Senechal was selling from their sales list.  This is more than I hoped for so I am happy with regard to this solution.

I simply hope that others will see this report and avoid the man and his sales.
