Troy Ramsey (of chillicothe ohio, mid 20's to early 30's in age) listed a 1974 meyers v-hull boat with trailer and 18hp engine on craigs list. I contacted him interested in purchasing the boat. The first thing i asked him is are the titles clear for the boat and trailer. He said everything was in order and legal. I looked up the laws concerning this and found his statement to be true. I payed him $925 for it all after i heard the engine run.

About a month later i find out that he lied to me. See... if the engine is 10hp or less it does not require a title for the engine. The engine on the boat he sold me was an 18hp 1959 johnson seahorse...thus requireing a title. He also said the boat was legal as it sat even though the registration he gave me is registered to someone is delphos ohio (most likely the previous owner of the boat). I also found out that it was illegal to put an engine that big on a boat rated for no more than 10hp engine.

When i contacted him about this he played dumb about it and then became aggressive when i threatened to take him to coat over this. Troy did in fact state that the boat was registered and ready to go but it wasnt. Nothing but lies from him. I gave him the oppretunity to make it right by giving me back $175 to file for a lost title....he refused strongly. Here is the law concerning this:

No person is permitted to sell, purchase or otherwise acquire any of the following in Ohio without an Ohio certificate of title:

  • an outboard motor of 10 horsepower or greater;

I thought when i bought the boat that i was complying with the law. I did indeed research the laws about boat and trailer title....but i didnt even think to check about engine title until i was speaking to law enforcement at the lake about it. I thought the engine was part of the boat, but its not..Troys lie has caused me to inadverntly break the law by buying this engine without title.

So here i am, boat on the trailer in the garage and i cant legally use it or even register it at this time. I am out a motor for the boat as well. I basically bought a very old boat and beat to death trailer for $925 when the current market value of just the boat and trailer are about $400 and thats pushing it. Tomorrow im going to the Athens county court house to see what i can do about it. Ill first report the sale of the 18hp engine without a title and see where that goes and while im there im going to pay the court fee and sue him for $925 plus court costs. I bought and paid for a water ready boat that i could put in the water right now.....but what i got was a headache. Lets let the courts decide.
