Albert, U-Haul plates all of their vehicles in Arizona because of lower rates and nothing more. Just like a semi truck, they all carry cab cards and are registered in every province and every state. All commercial vehicles are required to have a government regulated safety inspection to be done once a year. U-Haul is no exception. These are done, usually at a dealership. Same place you get your car fixed. Check to make sure all markings and readings match your contract BEFORE you leave the lot. This is the same for ANY rental item, be it a chain saw, car, truck or movie. If you have a problem report it immediately, they cannot fix what they do not know about. As for the lady, you dealt with. Perhaps you should direct you fury to someone who can actually help you. Cashiers DO NOT refund money to customers. Again, no different from Cdn Tire, Wal-mart, etc. Speak to her manager. Don't discuss it with her, just phone back and ask to speak with the manager.
