This often happens when people do not bother to have a prospective new car purchase checked out BEFORE they buy it. Salesman know they can unload their junk on people who do not bother to protect themselves.
Before looking for an attorney, did the car come with a written warranty? If not, you'll be wasting your time in NV. Sales without a warranty are "as is" and your son likely signed a piece of paper to that effect during the sale.
If there is a written warranty and it covers these "technical and safety" issues, I suggest filing against them in small claims court. That should get their attention.
New York is the only state I know of that protects car buyers who don't bother to protect themselves.

What are the "safety faults"? What reason did they give him for the delay?
