Whoever is doing this, and I suspect that you do know who, has figured a way around your block.
They are being blocked from Verizon, that is why they are going through AT&T. They are probably entering in the AT&T Access Code(10-10-288) to get around your block. Since that puts the call through AT&T, Verizon has no control to "block" it.
You didn't mention if you actually tested the "block". If you haven't perhaps you need to do try to direct dial a long distance number to verify if the Verizon block is at least in place.
If all else fails, of course you can deal more directly with the one who is making the calls.
