    I have a contract with Waterline Construction, Inc., (Tampa, FL) owner Pat Hecker, to build a dock, a gazebo and install a boat lift.  The company abandoned the job over a year ago, and for most of this time, the owner, Pat Hecker has been apologizing for all of his delays and promising to make all of the repairs and finish the work.  Basically the person he put in charge of the work (Rick Pike) has screwed it up so badly that at this point it seems that it will cost the company money to complete the job.  The company will not respond,  Pat will not respond, he will not refund my money, he will not complete the contract.  

    Please do not hire this company for any job, big or small.  Pat can talk a good game, and will come across as a decent man, but when it gets down to brass tacks, BEWARE.  The work this company does is sloppy at best, the shortcuts they make are endless.  Dont make my mistake.  And if you dont head this warning and do decide to hire Pat, dont pay him anything until your job is done.  I have paid too much up-front, Pat cashed the check, did some work, and ran off leaving me with a very unfinished job that needs A LOT of repair.

    I have a contract and have filed complaints with the BBB and Hillsborough County, but Pat refuses to talk with these organizations and instead puts some non-listening, circle-talking attorney in the middle, who either doesnt understand contract law, doesnt have enough of the fact to even talk about this matter, or is simply trying to talk so much bull that the consumer protection agencies go away.  
    
    Bottom line is that I have a contract, I also have pages upon pages of email support documenting all the problems with the construction and Pat promising to correct such, but a contractor who will not fulfill his contractual obligations.  I could use some help if anyone has any advice.  Thank you.

I have been in the marine construction industry since 1974 and have completed over 10,000 projects with very happy customers and only two complaints. The person filing this complaint Lori Smith, fails to mention that the first contract was completed to her great satifaction, When we enter into the 2nd cntract we started with a gazebbo she could not aford so we worked down to a very basic plan, that was completed and signed off on by the required agency EPC 813- 627-2600 who we have an outstanding report with.  

She is asking for her money back but also fails to mention that she only paid 50%, she still owes me the balance for the work completed and again finaled by the required agency. She damaged the dock while I was there and told me she need these boards replaced and then tried to blame it on my men, I have emails to back this up.

I feel this complaint is based more on a personal issue then a work related issue. I have built just about every large marina in the area and have thousands of happy home owners in four counties, the only ones you hear from are the ones that have a complaint and in this case unjustified.
