I have to agree with Ken,There is much missing to get the "fool" picture. First "ruffly" is spelled roughly. And no one here needs CAPS lock on to get points across. Stick to standard typing.
Are you absolutely 100% postive that the quote was for the Year? Our insurance company does 6 Month max for quotes in lieu of any current or recent incidences that may incur during that time.
I am no fisherman yet I can smell a fishy story. I am 100% sure that any online quote is "conditional" upon further driver history or car history. So that very well could be the reason for the change. You are under ZERO obligation to sign up when quotes are given. You are best to "appear" at a local office if needing to sign paperwork anyways. Ask the questions then. I am an ol time believer in sitting down and going over the policy before signing up. Its that fine print that will create havoc down the road.

Most companies would try to give the best rate to get a new customer.
There's something missing in this tale.
