I've worked on cars all my life,but I'm not a mechanic.I'm having a problem with the blown motor.Have you ever heard of the old potatoe trick?You take a potatoe just alittle bit bigger than an exhaust pipe and push it in to the pipe and the vehicle won't start.Well the exact same thing happens when the converters are clogged,it just won't let the exhaust out,so the motor won't start.I have never had this happen but I could see if it was so clogged and did start that it might blow a head gasket.But if it was that bad it would not have started in the first place.
As far as emissions,any thing wrong at that end will only cause you to fail,bad fuel mileage,but nothing that bad for big motor problems,and of course you should be seeing check engine light.
Also something else that bothers me,I haven't heard of a converter clogging in a lot of years.They are a very expensive item,maybe that's why it clogged.
