The way I understood what he said, YES he did pay it. And my favorite part of this scam is that they required him to go get a prepaid card to pay it. Apparently they even gave him a specific one to go get.
To the OP: You will need to contact the bank the card is issued to and attempt to dispute it. Most likely, you are just SOL as these prepaid cards don't offer much support.
BTW: For future reference, you would not be arrested for this, and you would not get fired. The debt collector would have to file in court. You would then have to take the day off work to go to the hearing. Then the judge would make a ruling on whether you have to pay or not based on the evidence provided.
This was a scam, and you fell for it. Now that you fell for it, you might want to pay more attention the next time you get a collection call. It may be the same person. He will use a different name, of course.

There is no loan, no arrest and just a big old SCAM! Please do not tell me you paid these people money!! If you did then you got scammed big time.
