I received a letter from Alliance Financial Group.  It says "From The Consumer Protection Department, 44 Wall Street, New York, NY 10005 USA".  Then, underneath that it says "1164 Brownlow Avenue, Halifax, NS B3B1Y2 Canada".  It says the telephone number is 1-778-861-4648.                         File number: # 00345-DT 27

The letter claims "You have been announced one of the winners in the "Consumer Promotion Drawing and Smartedge Sweepstakes" organized for all taxpayers/households, Telephone subscribers, auto buyers, and customers of the participating retail stores in the United States, UK and Canada, for the promotion of families and customers well-being which was held on the 13th day of August, 2010 under the auspices of Games and Gaming Association."  

"An Entry Slip with serial number 0115-253 attached to you (sic) name drew the lucky winning number 5-31-24-15-08"
"You are therefore entitled to the sum $155,000.00 (One hundred & fifty five thousand dollars)"
"Payable to you by CERTIFIED CHECK, and will be delivered to you by our designated special Courier Company.  You are advised to contact your assigned claims agent."

"Our office hours are Monday to Friday 7am to 5pm.Saturday 8am to 3pm (Pacific Standard Time) for further instructions on how to claim your big winnings."

"Enclose (sic) is a check of US $3,870.00 the purpose of this check is to assist you to pay the applicable Non Canadian and UK. Residents Fee.  Payable to the revenue department through your assigned fee agent."

"NOTE: Please do not act on this notice until you contact your claims agent to avoid cases of misappropriation and mishandling of prize monies."

The check has New York Foundling Hospital printed on it.  The address is 590 Avenue of the America, New York, NY 10011.  The bank that the check is drawn on is supposedly JP Morgan Chase Bank at 4 Chase Metrotech Ctr,  Brooklyn, NY 11245.

It says the tax amount is $2998.00.  There is a cut-off slip at the bottom of the letter that I am supposed to sign and give to the representative after I receive my check for $151,130.00.

There are numerous misspellings, but several facts line up with addresses and the bank's routing numbers, for example.  Nowhere in the letter does it mention the organization the check is supposedly drawn on (New York Foundling Hospital), which, by the way, has dropped the word "Hospital" from its name.
