They can't get a judgement or freeze your accounts without going to court first. I can't think of a state where a 10 yr. old debt is valid, unless they have convinced you to pay something on the debt more recently (that restarts the clock).
In order to get a judgement, they would have had to serve you with a court summons to appear. If they did and you ignored it, you're screwed. If you did not get a summons, you should contact the clerk of the court where the judgement was issued and contest the judgement based on the fact that you were not served a summons.
