Avista power company tresspaseed on my property and replaced "my" meter (belongs to the home owner) with some new app freindly meter! NO THANKS!

No knock on the door, no door bell, no notice, well I noticed the next day when I seen the new meter and the guy installing them across the street (should have had words with him!)

how they swapped it out without disturbing my power is a mystery?? They offer an opt out, but if they installed it allready, you get charged $75 to put the old meter back?

So they are running around installing them like crazy without notifing you so they can charge you to put it back! what a scam!

Not to mention they let the neighbors install illegal outdoor lighting for thier illegal horse tainning arena in a residential that is sappose to be prohibited, so they can beat and sell horses illegally. protcted bye lawenforcment and a corrupt county courthouse good old asotin county! the good old boy system.

You don't own the meter. The Utility has the right to maintain the meter, which includes changing it out. For this reason any "trespassing" claims will fall on deaf ears.

As for the cost, according to their site you are only charged $75 if you wait until 31 days AFTER the meter was installed. Since you obvioulsy knew as soon as this happened since you admit to seeing them being installed on other houses as well the next day. However, starting in December it appears you will be charged an additional $15 because you chose to opt-out.

If you have a problem with the fees then you need to talk to your Public Utilities commission that regulates them, as  they are the ones who approved these fees.

- Sounds like this is your real issue. The Utility company has nothing to do with illegal outdoor lighting, that is a zoning issue you need to take up with the city. If the city refuses, then it is likely not illegal. As for the animal abuse you are claiming, you need to contact the local Animal Control or wildlife officers who will investigate.  Perhaps you can get video(from public property) to show the abouse.  As for you to claim this unless you were illegally trespassing on their property this is the only way you could have observed it.
