Budget ripped me off by charging a $15 fee on top of a single, $1.50 toll from the Orlando Airport.  Budget failed to explain this eToll "service" to me at the time of renting the car.

If Budget fails to respond constructively to the email complaint I sent to them, then I'll never rent from them again!!

As much as I dislike budget and would only rent from them if it was a last resort, your complaint will get you nowhere.  Again it comes down to reading your contract before you signed it. 

Car rental companies offer this service for a daily fee. It doesn't matter if you actually use it or how much in tolls you pay. It's offered to make travel "easier" so  instead of stopping at a toll booth you can drive right on through.  Call me a bit cheap but instead of paying 2.50 (plus cost of the toll) a day I would rather just stop and pay my toll.
