To me it is still unclear... I believe that the would charge the "annual" fee up front for those who uses this type of card. I would never expect that they will charge "after" the year used. That's common sense.
But what I do not understand is the whole sentence below.
"I explained that the words "member" and "annual" have two different meanings, and she indicated that she wouldn't remove the charge, giving me the run-around for the 2nd time."
I don't see the connection between these two events - you defined the meaning of those words and she didn't remove the charge. What did happen in between???
Also, what is the contract you have signed for? I am quite certain that there should be something stated in their contract saying that you would have to pay the fee up front.
