Cesar DIAZ (aka Jose Cesar Diaz, Caesar Diaz, Diaz Quality) preys on new and old friends by gaining their trust then abusing it. I had know this individual for several years and used him to do some work on our home. He asked permission to use a trade account to purchase items for another job while he waited on the money to come through. This was all BS. He knows exactly what he's doing and has a history of purchasing items then selling them to get the cash. Not only did we never see the $1,000s of dollars, but his job was a shoddy one and he left it unfinished.

There are many other unsuspecting targets who have not reported being ripped off because of the time and effort involved in chasing a nobody who has nothing. He used to live in his shop at the industrial complex at 7800 Bissonnet St, Houston, until they evicted him. He lives out of his truck between sugar mommas. Why waste time on beating a dead horse. That's why other victims have moved on. Hopefully you are reading this BEFORE he's ripped you off. If not, see what you can do about pursuing criminal charges against him. Good luck.
