He doesn't chec your project but will send you a contrat for your personal informetion, business informatin and such. Then tell you that hs partner requires you to do a deposit from $5,000 up to about $25,000. While give yoou nothing but excusses as to why they can't fund your lone until you met the oblication of providing the fee to them
