Since your on a cable system your available bandwidth is shared with your neighbors. I would try running the bandwidth tests at a different time, say around midnight or about 5 am. It's inconvenient, but that would give you a more accurate idea as to what's going on. You don't necessarily have to test with the closest server. Remember, the test is not just your system and carrier, but everything in between plus the response of the server your "hitting." I've had times here where a server in Toronto is slower than one in Texas. Pinging is not that reliable a test of thru-put. I would recommend you try some of the available speed tests from various websites that actually send and receive a fixed number of packets to get a more accurate assessment. If you have a wireless home network, you should shut the other computers down (or pull the ethernet cables) and make sure someone isn't tapping your wireless network before running the speed tests.

You should try speed test locations as close to you as possible. Your speeds will be slower on west coast speed tests because of the distance to their servers.
