Insurance companies in coastal counties of Texas (eg Brazoria, TX) no longer offer windstorm protection but one can still purchase home owners insurance, windstorm and flood insurance as seperate entities.
We purchased our home owners insurance, as mandated by Citimortgage (Citi, Citicorp Mortgage), but elected not to get the windstorm or flood insurance. We were told by Citimortgage that we had to purchase Texas Windstorm insurance. However, because of our failed to acknowlege this request, CitiMortgage sent us a bill for $8758.12 -- and requested payment within 10 days.
No where in our policy does it specifically indicate that one must purchase 'windstorm insurance'. We have requested the following information from Citimortgage:
1. Proof of purchase of windstorm protection (company name/policy number/dates/premiums/agent)
2. State specific insurance information (state license numbers, etc)
3. Accurate account for justification of biling
To date, Citimortage has failed to provide these essentail elements of their claim to have purchased windstorm insurance. Failure to provide this information implies: misapplication of insurance premiums, unauthorized insurance purchase, inflated billing and breaches of good faith and fair dealing

My job is to deal with this insurance company (and others) everyday. They are not the greatest for coverage, but most often Windstorm insurance is required for coastal homeonwers. This is usually within so a particular "zone" of the region. If you live close to the coast you almost have to have this insurance. The purpose is so that if a hurricane comes through and destroys your home you are more likely to repair it than to leave it damaged and allow it to be foreclosed.
If your contract with the mortgage company says you are required to have a windstorm insurance policy on th eproperty then i suggest you purchase your own, and send them proof of insurance coverage.
REad your contract to see what rights they have to purchase the insurance for you, and what rights you have to refuse to pay them, but purchase your own.

i believe in some areas you do have to purchase wind insurance just liek if you live in a flood plan you have to purchase flood insurance. If you are in a flood plane you have no choice_ you have to have it. Period. Winf insurance may be the same way. Google it and see if you can come up with any more info. Good luck!
