The City of Menifee Code Enforcement Division does absolutely nothing to address code violations whatsoever.  The Manager, Lionel Martinez, direct extension 951-723-3868 cell 951-821-1557, never answers the phone.  He always hopes that the caller will leave a messsage so he can pass it of to a so-called "Office Specialist" and avoid all public contact. 

There was one "Office Specialist" who outsmarted Lionel Martinez by never answering her phone either and never called anyone back either and Lionel Martinez responded by saying why I am getting these calls?  It took one caller eight (8) attempts to get Lionel to begrudgingly answer his phone after sitting there letting it go to voicemail but the caller blocked their caller id so Lionel could not pass it off as expected . . . 

He spends most of his day talking to a Management Analyst Edna Lebron and just goofing off.  He is on a probationry appointment until 05/2020 and has called in sick due to faked headaches for three (3) weeks? He also lists a bogus "hotline" phone number 951-246-6214 which is nothing but an answering machine on his email signature line to avoid public contact. Not surprisingly, most if not all of the message on this supposed "hotline" say how Lionel Martinez never called them back?

Of course, he was hired by a so called building official colin mcnie who has now since retired and was counting on the fact of passing his probation was automatic due to his brownosing but now that is not so certain.  There was a maintenance supervisor, Mark Cooper who was fired 2 days before his probation ended . . . something that will likely happen to Lionel Martinez . . . he still has 2 months from today to go . . . a long time left on a probation where you called in sick that much . . . 

In one instance, a real estate agent caught Lionel Martinez on camera removing legally placed open house signs and called the police and the district attorney set a $60,000 bail bond loan for the arrest of Lionel Martinez.

 As you all may be aware, Lionel Martinez was the so called code enforcement manager to whom Officer Terrence Wiggins reported. Both started around the same time in Menifee around 03/2019 and since they both worked together before, Lionel overlooked all of Terrence's "procedural lapses" in exchange for Terrence ratting on other officers who are all still there . . .

Officer Terrence Wiggins supposedly only passed his probation because Lionel played dumb as to everything Terrence was doing or should I say not doing. Terrence Wiggins made up false cases by taking two pictures from the same day of a vehicle from different angles and blocking out the date stamp not moving to bolster bogus complaints. Lionel Martinez never answered the phone and got fired when IT checked his phone records.

Terrence lifted the telephone receiver and hung it up to further establish his fraudulent phone records that he answered the phone when he never did. Of course, by the time Jeff Wyman so-called "Assistant City Manager" found out it was too late to fire Terrence Wiggins on a probation. But not so for Lionel Martinez. I imagine that Jeff Wyman felt so stupid falsely ratting on some Office Specialist for having lunch in a public area to show bad character with nothing but flimsy evidence other than where the person happened to sit? Lionel Martinez is a complete fraud who sat there and did nothing. Lionel Martinez is a scam. Jeff Wyman is a scam. Armando Villa is a scam. Colin McNie is a scam. Menifee Code Enforcement is a scam . . .

 I had a similar horrible experience with Menifee Code Enforcement and Lionel Martinez as the many complaints online have described. I had contacted this department in reference to certain fabricated violations that supposedly occurred upon the subject property. I was connected to "Lionel Martinez" who every time you called the answering machine came on and stated "your call has been forwarded to a shore tel voicemail system extension 3868 is not available, please leave a message at the tone . . ."

I verified with the front receptionist that his extension was indeed "3868" like the recording said. Despite numerous messages left, no return call ever occurred. Despite numerous visits to the office, Lionel Martinez was nowhere in existence.

On the final visit to the office, the staff finally admitted that Lionel Martinez was no longer with the organization and had not been there for several weeks. Meanwhile, the fines continued to accumulate on the property due to Lionel Martinez's lack of any action. Of course, all of the fines were eventually removed because the violations were fabricated and without any merit whatsoever, i.e. the officer took multiple pictures from the same day to make it appear that the violation continued to exist after the notice issued.

As it turned out, there never was any violation in the first place because security cameras showed the property in compliance and I might add the officer faking the pictures. Then Lionel Martinez played dumb to cover it up. Actually he really is completely stupid and didn't think that I could prove it but he was wrong. It is no surprise that he was fired from this horrific organization. Hopefully, when Lionel Martinez tries to get another job that his next prospective employer sees this and the numerous complaints about this organization.

It is evident that Lionel Martinez is a complete fraud, faked it every day he supposedly worked there, did everything to cover it up trying to hide an inescapable conclusion . . . . Lionel Martinez was fired no two ways about it and I don't think he could ever get any job with this type of record not even at McDonalds or as a janitor or anything . . .

I called the Code Enforcement Department attempting to reach Lionel Martinez, Code Enforcement manager and was told several times that he no longer works there. Lionel Martinez was indeed fired from the City of Menifee. This must have occurred between 04/2020 and 06/2020 Watch out for this guy. He is likely trying to apply another Code Enforcement Manager position saying something to the effect of "City of Menifee 03/2020 - present" or laid off,etc . . .. Don't be suckered, this guy has worked in Code Enforcement since 1994 and would not just leave a $120,000 year position that way.

He is only going to list on his application the things he was supposed to do but never did. The fact is he sat there and didn't do anything in Menifee that whole time and never answered the phone or returned any phone call. They must have checked his phone records, much to his surprise, although he likely believed that he could get away with this as a so-called manager . . . However, since the old building official Colin McNie retired, his future was uncertain especially with the Planning Director Cheryl Kitzerow "overseeing" Code Enforcement (why?)

Also, Lionel Martinez worked there with a Code Enforcement Officer Terrence Wiggins and the two were always unseparable (until now) because Terrence always ratted to Lionel about fabricated stories about other officers. Terrence may still be there but without Lionel, I don't know what the point is? You may contact Lionel Martinez 1803 Washington Ave San Jacinto (951) 765-6768 or (951) 692-6521.
