EDitor's UPDATED info 2-20-04: Rip-off Report is still receiving complaints that they are not receiving the refunds as promised. Rip-off Report has been in contact with the Company and has made them aware of these issues. They have assured us that refunds are being given to those who are providing them with all the correct contact information requested by them. They have also provided confirmation/proof of over 2,600 refunds to date, on a spreadsheet, and Rip-off Report staff called and verified more than a dozen consumers at random, all very angry & outraged, but, they all did get their refund. The company again apologized for the delay and reported that credit to your account could take as long as 4-5 days. As we understand it, this company only does the processing for all the other companies, so they are at the mercy of those companies funds, further delaying your refund.

Rip-off Report is hoping they will live up to what they have promised, we think they will... we'll see. Rip-off Report will continue to investigate more into this situation, and we will eventually post an UPDATE to the main Report at this web address: https://www.ripoffreport.com/view.asp?id=76605

Please be patient, we can only tell you what they are telling us.

On April 26, 2004, I received a phone call from a representative of your company. The initial sales person introduced himself from, Commercial Health Network. He started the conversation by stating, I was pre-approved for an unsecured Master Card with a $2000 available credit line for a one time fee of $299 dollars.

After hearing his sales pitch, I specifically asked him to break down the offer of goods and services he was selling. The sales associate again confirmed the information above; but now he was going to throw in a free health care package. I didn't ask what that free health package entailed because I already have a great health plan, plus I was only really interested in the true product I thought he was endorsing, the Master Card.

I was then transferred to a Sales Manager, Shawn, who informed me that our phone conversation was being recorded. He then quickly asked me if I accepted the sales terms and conditions that were explained from the first sales associate. Knowing I was being recorded, I initially accepted the offer and gave my bank information to Shawn. I asked Shawn a few more questions after which I became uncomfortable with the offer and I told Shawn, I was NO LONGER interested in the offer and I would NOT go through with the transaction. Shawn persisted in trying to change my mind and when he could not I hung up the phone. I DID NOT authorize $299 to be withdrawn from my account.

On June 2, 2004, I received a package from Commercial Health Network. The package contained nothing but solicitations from other companies and a letter with the header, Terms and Conditions. I was surprised to receive the package since I (again) DID NOT authorize the transaction. The Terms & Conditions letter, mentions that being a member of the Commercial Health Network, you are entitled to 1 year of free service. At no point on the phone did the sales associate every discuss selling a health plan. The enclosed Terms letter also does not mentions anything about a health package, other than you now have one.

The second paragraph on this terms letter states please refer to the relevant documentation for the specific terms & condition associated with each benefit, the enclosed package DOES NOT contain ANY relevant documentation, just the following solicitations for/from: digital camera, satellite dish, credit booster CD, security system, cell phone, Fast cash card, gift certificate, grocery savers booklet, network pharmacy locations list, and an application for health insurance from, Financial Health Group.

As you can imagine, I was extremely upset. On June 7th I checked my bank account to find that your company had withdrawn $299 dollars on May the 3rd. I called the 800 number listed on your Terms and Conditions letter, on June 8th. I started to talk to a sales associate Tonie (female), I told her I did not want this package and she stated that the package was non-refundable. Tonie was very rude and reluctant to answer any question regarding Commercial Health Network or the health package. I proceeded to tell her I never authorized the transaction and she transferred me to the manager, Anthony.

Anthony was even ruder than Tonie, he instantly was on the defensive. He was not answering any of my questions and made me feel stupid for giving my account information (too late, I already felt stupid). He asked if I wanted the recorded phone conversation played back to me. I thought great he'll hear me telling Shawn, I did not want the transaction. He proceeded to play only half of my conversation with Shawn, I asked where the rest of my recorded conversation was and Anthony advised me that his company is only lawfully obligated to record the answers to their question. I then asked for his supervisor but Anthony would not give any information and continued to be rude. I then yelled at Anthony using words like: fraud, deception, false statements, pretense and promise. Anthony then hung the phone up.
