All the news media is reporting multiple sources who fear retaliation for speaking out!  Wonder why everyone fears retaliation?  Just look what the BPD, District Attorney Zoe Gullett, every judge in Washington County conspired to do to the whistleblower telling us all truths about Cynthia and Anthem Blanchard!  Is DA Drake going to look the other way?  DA Drake is he financially benefiting like the Judges and PTAC board members?   Should the Feds be involved bringing criminal charges?   Shouldn’t we as a community have criminal charges brought against Cynthia Blanchard before just allowing the feds to come through brining up charges against anyone they find has violated the law?   The Blanchard’s are DISHONEST they have been ruled by the State of Oklahoma in employee cases as being dishonest!   Cynthia Blanchard has lied in multiple sworn testimonies and in multiple police reports.    CRIMINAL CHARGES MUST BE FILED AGAINST CYNTHIA BLANCHARD IMMEDIATELY!   Her own mouth has already admitted to the crimes.

Jason Carstensen had the necessity to file a formal charge and complaint against Anthem and Cynthia Blanchard’s ANTHEM VAULT INC. the company he was paid under while working for HeraSoft, the company that DAVID WOOD & CHRIS BATCHELDER of the BDA (Bartlesville Development Authority) referred to as a “quality company” and claimed the company had offices all over the world, had government contracts and so many other lies they repeated.   In a direct legal finding of facts by the State of Oklahoma against Anthem Vault and its cofounders Anthem and Cynthia Blanchard.  State of Oklahoma found they were dishonest with the State of Oklahoma!  The State of Oklahoma found that the Respondent DID NOT establish a “bona fide disagreement” as defined by the Oklahoma Supreme Court in Cambell v. Independent School District No. 1; “BECAUSE Respondent’s (Blanchards) belief that claimed wages are not owed is neither honest nor sincere”.   The State of Oklahoma went on to further find that the Blanchard’s company ANTHEM VAULT INC.   as Respondent DID NOT establish a “bona fide disagreement” because Respondent’s (BLANCHARD’S) reasoning for disputing claimed wages is based solely upon an impermissible action under Oklahoma law rather than honest and sincere factual disagreement; as Respondent, being an Oklahoma employer, is presumed to be aware of Oklahoma’s wage laws it (Anthem Vault and the Blanchards) cannot claim an honest and sincere belief claimed wages are not owed premised solely upon impermissible action.   The State of Oklahoma declared through a finding of FACT in three different statements that Anthem Vault (Anthem and Cynthia Blanchard) are not honest or sincere.   The problems for Anthem and Cynthia Blanchard do not end here with being declared neither honest nor sincere, by the State of Oklahoma, but they were also ordered to pay liquidated damages.  Cynthia Blanchard at the same time as this wage dispute was before Oklahoma legal authorities made sworn statements under oath and under penalty of perjury,  stating she is an employee of Anthem Vault Inc., stating she is the president of Anthem Vault Inc., stating she a co-founder of Anthem Vault Inc., and the same for HeraSoft, though she claimed as of 7 February 2023, she ceased being president of Herasoft “months ago”, though she was continued to be listed on the Herasoft website as the president and is still found as of this day June of 2024 to be listed as the president of Herasoft.

 

Cynthia Diane Blanchard also testified under sworn oath under penalties of perjury that $100K is not a significant amount of money.   QWhen Assistant District Attorney Zoe E. Gullett Questioned Cynthia Blanchard:  “okay, I don't want to be callous because l know we're in a cost - of - living crisis , such as ones that you've talked about, like Anthem vault and all these different companies, is sued for a hundred thousand dollars in Texas, is that a significant amount of money?”

Cynthia Blanchard Answer:     NO.

 

Here is where it gets really interesting.  Cynthia Blanchard is the person who is ultimately served the complaint against Anthem Vault Inc.  In March of 2024, a formal summons was signed by Court Clerk Jill Spitzer of the Washington County District Court (District 11) on March 14, 2024 and directed to be served upon Cynthia Blanchard by stating clearly the order of the Court:  “Summons to be served by serving Respondent Cynthia Blanchard, 2628 Mountain Rd. Bartlesville, OK 74003 or any location where Respondent may be found.

Cynthia Blanchard who claimed to PTAC that Herasoft’s success is just what Bartlesville needed, as she stepped away from Herasoft to take on the “passion project” of PRICE TOWER, when in reality Cynthia Blanchard knew Herasoft was nothing more than a house of cards with smoke and mirrors to trick and deceive the City Council, BDA, PTAC board, all the employees that were paid by Anthem Vault when they were even paid as Jason Carstensen states Herasoft or Anthem Vault the alter egos of Cynthia Blanchard owe a handful of employees back pay!  Carstensen alone is owed over a $100K which Cynthia Blanchard testified under oath around the same time as Carstensen was taking Anthem Vault or Herasoft really the Blanchard’s Anthem and Cynthia Blanchard to the State of Oklahoma Labor Board.

ATTORNEY SERVED LAWSUIT AGAINST ANTHEM VAULT INC.

Anthem Blanchard is now acting as an attorney representing ANTHEM VAULT INC. as he states in his letter dated April 1st 2024, certainly not an April Fools Day Joke, though its a joke that Anthem Blanchard thinks everyone in town is stupid, the Blanchard’s have the money to pay this judgment and just refuse hiding behind their made up company.   Anthem Blanchard states:  “As the representative of the controlling shareholder of Anthem Vault Inc. I am addressing the matter on behalf of the company.”  Blanchard is not a registered attorney in Oklahoma, nor can we find anything that says he has ever been to law school!   This is unauthorized practice of law.  Obviously Blanchard doesn’t care as he demonstrates he has a personal relationship with Jill Spitzer enough of a personal relationship he addresses the letter to JILL, using just her first name in an official response as the respondent.   Obviously Anthem Vault claims it is a woman owned and operated business, Anthem Blanchard’s former stepmom and now wife Cynthia Blanchard is the controlling shareholder that Anthem Blanchard is now representing as an attorney, calling the Court Clerk by only her first name as he addresses the Court, how unprofessional and obviously Blanchard believes he is above the law.   Speaking of being above the law, the State of Oklahoma issued the order for the payment of the back pay and in that order it is clear, at number 4:  “After careful review of all evidence presented in this matter, it is determined wages are due the Claimant Jason Carstensen.   Respondent Anthem Vault iNc. shall pay wages in the amount of $63,000 subject to state and federal taxes.”   WE HAVE CRIMINAL LAWS HERE IN OKLAHOMA THAT STIPULATE THAT WHEN A COMPANY OWES STATE AND FEDERAL TAXES ON BEHALF OF AN EMPLOYEE THEY MUST PAY THOSE, this includes Unemployment Insurance, Workers Compensation insurance, State withholdings, Federal Withholdings including the employers match to social security.   Anthem Blanchard on behalf of his stepmom my and now wife Cynthia Blanchard the controlling shareholder are both conspiring together to DEFRAUD the State of Oklahoma of more taxes, just as they have for years defrauded Oklahoma of tax revenue.   The law is clear:  “Penalty will be imposed when taxpayer fails to pay tax when due, and such failure is not corrected within 15 days after the tax becomes delinquent. Interest at the rate of 1.25% per month is due on any amount not paid by the due date.”  The law goes on to state:  “Under the Income Withholding Tax Law of Oklahoma, every person who, as an officer of a corporation, a member of a partnership or as an individual employer, is under a duty to withhold and remit Oklahoma income withholding tax may be personally liable to the State of Oklahoma for the taxes withheld. Sums withheld shall be deemed to be held in trust for the State of Oklahoma.”  Anthem Blanchard acting as an attorney in the unauthorized practice of law before the Washington County District Court is basically admitting to fraud against the State of Oklahoma committed by him personally as a layman officer and representative of AnthemVault and that of Cynthia Blanchard too 68 OK Stat § 68-240 (2021) The financial toll is only one facet of the potential penalties for tax evasion; the idea of incarceration looms for those found guilty. In Oklahoma, the willful failure to file a tax return can land you up to one year behind bars, while more serious offenses, such as filing a fraudulent return with intent to defraud, can lead to a staggering 2 to 5 years in prison.   The Blanchard’s should also be brought up on Federal Tax evasion laws they simply think they are above the law and can manipulate the court and just claim to be broke saying the company has no money and therefore what are you going to do, but the company Anthem Vault is really just the alter ego of Cynthia Diane (French) Blanchard, so Cynthia Blanchard is the one that should be charged with criminal violations of Oklahoma State Tax laws and should be brought up on Federal tax evasion charges too.   A detailed complaint will be filed against Anthem and Cynthia Blanchard to each of the following who have recently convicted several people in Oklahoma for precisely the same conduct as the Blanchard’s are actively engaged in:  IRS-Criminal Investigation (IRS-CI), Defense Criminal Investigative Service (DCIS), U.S. General Services Administration-Office of Inspector General (GSA-OIG), FBI, Naval Criminal Investigative Service (NCIS), Army Criminal Investigations Division (ARMY-CID), and the Small Business Administration-Office of Inspector General (SBA-OIG).  After all Cynthia D. Blanchard as president of Herasoft the company all employees thought they were working even though its reported their checks came from Anthem Vault Inc. claimed offices around the world and US Federal contracts, contracts and partnerships with the State of California and even US Department of Energy, contracts with multiple foreign governments.   Everything Cynthia Blanchard has said online has been saved and will be provided to the proper government authorities.  DA DRAKE Needs grab Cynthia Blanchard’s passport collection including her LIBERLAND diplomatic passports so she doesn’t run while the feds work on their cases.  DA DRAKE certainly has more than enough to bring local criminal charges for the Shin’enKan gate and other artifacts fraudulent misappropriation.  Never mind the lies Cynthia Blanchard told PTAC in order to bribe and defraud them into giving her PRICE TOWER for just ten dollars!

IT GOES WITHOUT SAYING:   The money trail of payments to HUGH ROBERT will most likely lead back to Herasoft and Anthem Vault, certainly a large scale claw back and perhaps even IRS fraud charges will be forthcoming against HUGH ROBERT who was representing HeraSoft, Anthem Vault, Copper Tree, practicing unauthorized practice of law in NEW MEXICO with the Green Copper Holdings LLC, as documents will show he was paid with monies from investors in the mess of Anthem Companies, certainly an IRS forensic audit is needed of the law firm of HUGH ROBERT, given the prima facie evidence that continues to pile up.

Cynthia Blanchard is highly dishonest, the State of Oklahoma has declared three different ways that Anthem Vault the alter ego of Cynthia Blanchard was dishonest and not sincere.  Transcripts of multiple court hearings where Cynthia Blanchard was placed under oath demonstrate clearly she has lied and was less than truthful before a criminal court proceedings.   Then Cynthia Blanchard is caught by the Enterprise Examiner newspaper tearing down the Shin’enKan Gate that was clearly on loan to PTAC and PRICE TOWER, rather than invite the newspaper reporter to do a story on what Blanchard later claims was her heroic efforts to save the gate, Cynthia Blanchard flied into a triad physically and verbally accosting Andy Dosset, yelling, cussing and swearing in public:

 

The EE learned through an anonymous tip on Wednesday that two men were loading up a box truck with artifacts. Upon arriving Wednesday evening, the EE reporter was accosted by Price Tower owner Cynthia Blanchard.

Cynthia Blanchard is then outed for her devious plan for PRICE TOWER, the artwork and furniture inside the museum artifacts, she lied to PTAC she committed fraud upon the community as a whole.  Though obviously former PTAC executive director Scott Ambler is involved and current PTAC executive director Donna Keffer who happens to be Scott Amblers partner and they rent in Price Tower (a certain conflict of interest), Mark Haskell’s family members have made significant commissions selling real estate for and to the Blanchards this is a certain conflict of interest perhaps even criminal, John West is in commercial real estate as owner of West of Boston, does he think $10 is fair market value for the PRICE TOWER?   Brad Doenges signed as chairman of PTAC and filed a fraudulent instrument to the State of Oklahoma if the news reports are true there was also an assumption of a private debt not reported. 

 

Cynthia Blanchard had a plan from the beginning to perform a quick flip of the assets she got for just $10, did Brad Dooenges financially benefit in any way?  Scott Ambler and Donna Keffer financially benefited, the BAA was kicked out of its space as Cynthia Blanchard used Dale Takio (who has a colorful past of racketeering charges) demand rent of $5,800 a month from the BAA (thats $69,600 a year in rent) interesting cause Ambler Architects and Bartlesville Monthly BOTH rent in the Price Tower and the Price Tower claims on tax forms signed by Doenges that total income from rental spaces is just $72,000 a year!   So the BAA a non-profit is screwed on rent while Bartlesville Monthly (who did a glowing story on the Blanchards Herasoft as tech pioneers less than 2 years ago) and Ambler Architects both get financially beneficial discounted rent in Price Tower while the BAA that serves the community is extorted.   All part of the plan hatched by Cynthia Blanchard which her attorney Craig Brand who is also the attorney for Chad Koehn who is Cynthia Blanchard’s money guy a disbarred stock broker who lost his license for being untruthful and violating multiple regulatory laws.   Craig Brand lays out Cynthia Blanchard’s devious plan:

"I was brought in by [Cynthia] and informed by her that this was going to be a quick flip," Brand said. "The assets were going to be added up, that the art was going to be added up, that the building was going to be appraised, and then it was going to be flipped, and everybody would get their money back and a whole lot more."

IF Cynthia Blanchard is not criminally charged then the focus of the community needs to be on Brad Doenges and the rest of PTAC board, to examine every conflict of interest, file with Oklahoma Tax Commission, file with the Internal Revenue Service, and demand that Brad Doenges be criminally charged.   Bartlesville cannot have two or more different classes of justice.  DA Drake has a choice charge Cynthia Blanchard who is obviously and evidently not truthful in multiple Oklahoma court cases.

WHAT CONSTITUTES RACKETEERING ACTIVITY

The following conduct constitutes a felony under Oklahoma law: [State the Elements of the Alleged Predicate Criminal Act(s) from the List of Felonies Set Out in 22 O.S. Supp. 1995, § 1402(10)].

 

 Certainly the claim that a debt was assumed and that debt was personally guaranteed by a member or multiple members of the board of directors of Price Tower Arts Center Inc. (PTACT) indicates proof positive greater than prima facie evidence of the payment of a bribe by Cynthia Blanchard to acquire a SIX MILLION DOLLAR plus tax accessed valued property for less than one tenth of the undervalued tax assessment.

Bribe - The term "bribe" signifies any money, goods, right in action, property, thing of value or advantage, present or prospective, or any promise or undertaking, asked, given or accepted with a corrupt intent to influence unlawfully the person to whom it is given, in his action, vote or opinion, in any public or official capacity.

(b) Personal Property - Money, goods, chattels, effects, evidences of rights in action, and written instruments effecting a monetary obligation or right or title to property.

The crime of robbery is basically an aggravated form of larceny. Inman v. State, 61 Okl. Cr. 73, 65 P.2d 1228 (1937); Berry v. State, 44 Okl. Cr. 150, 279 P. 982 (1929); Randall v. State, 33 Okl. Cr. 262, 243 P. 983 (1926). The treatises list the elements of robbery as basically identical to the elements of larceny with the addition of two distinguishing elements: the taking must be from the person or the immediate presence of the one robbed; and the taking must be accomplished by use of force or fear. W. Clark & W. Marshall, A Treatise on the Law of Crime § 12.09, 882 (7th ed. 1967); W. LaFave & A. Scott, Criminal Law § 94, at 692 (1972); R. Perkins, Criminal Law 279 (2d ed. 1969). The statutory language of section 791, however, makes it incorrect to assert that robbery is defined in Oklahoma as it was at common law. Hence, the mens rea element of robbery in Oklahoma is "wrongful," whereas at common law the mens rea element was "the intent to deprive permanently," the same as that required for larceny. Traxler v. State, 96 Okl. Cr. 231, 251 P.2d 815 (1953); overruling Johnson v. State, 24 Okl. Cr. 326, 218 P. 179 (1923).

The statutory language of section 791 also raises the question of whether the element of asportation, "carrying away," is an element of robbery as it is of larceny. The statutory language says "taking of" with no specific reference to an action of carrying away. The syllabus to Norris v. State, 68 Okl. Cr. 172, 96 P.2d 540 (1939), states that robbery does not require an asportation. The facts and issues of Norris, however, involve the crime of kidnapping, and nowhere in the opinion is the crime of robbery even mentioned. In Karlin v. State, 540 P.2d 1181 (Okl. Cr. 1975), however, the Court of Criminal Appeals held by implication that asportation is a necessary element of the offense.

 

THERE IS NO QUESTION CYNTHIA DIANE BLANCHARD COMMITTED MULTIPLE CRIMES AGAINST THE COMMUNITY:

 

1. BLANCHARD WAS ENTRUSTED WITH MUSUEM ARTIFACTS OWNED BY OTHER ORGANIZATIONS 
2. THE PROPERTY ENTRUSTED TO BLANCHARD IS ACTUAL PROPERTY AND MUSEUM ARTIFACTS
3. THE VALUE OF THOSE ARTIFACTS EXCEEDS $15,000 (IT IS BELIEVED BLANCHARD RECEIVED MORE THAN $15,000 WHEN SHE ILLEGALLY TRANSFERRED OWNERSHIP OF THE PROPERTY ENTRUSTED TO BLANCHARD THRU THE PTAC MUSEUM)
4. EVERY ARTIFACT FROM SHIN’ENKAN WAS IN FACT ON LOAN TO PTAC AND WAS NEVER PTAC’S TO SELL OR TRANSFER AND CERTAINLY NOT CYNTHIA BLANCHARD’S TO SELL AND TAKE MONEY FOR.
5. CYNTHIA BLANCHARD TRANSFERRED THE PROPERTY OF SHIN’ENKAN WITH FRAUDULENT INTENT AND PREMEDITATED PLANING TO DEFRAUD PTAC AND THE ENTIRE COMMUNITY AT LARGE.
6. BLANCHARD’S ACTION ARE CERTAINLY AGAINST THE INTENDED LOANING OF THE MUSUEM ARTIFACTS TO PTAC.  THE FRIENDS OF SHIN’ENKAN FOUGHT A HARD LAWSUIT AND WERE AWARDED BY THE COURT OF WASHINGTON COUNTY DISTRICT COURT THE ARTIFACTS OF SHIN’ENKAN.  THOSE ARTIFACTS WERE IN FACT OWNED BY FRIENDS OF SHIN’ENKAN AND ON LOAN TO PTAC.
7. BLANCHARD STOLE THE MUSEUM ARTIFACTS AND RECEIVED MONEY FOR ILLEGALLY SELLING THEM
8. THE MUSEUM ARTIFACTS WERE DE FACTO ENGTRUSTED TO CYNTHIA BLANCHARD ALONG WITH THE PRICE TOWER, CERTAINLY BRAD DOENGES HAD NO AUTHORIZATION TO TRANSFER THE MUSEUM ARTIFACTS LOANED TO PTAC, THIS WAS KNOWN BY BLANCHARD AND CERTAINLY KNOWN BY BRAD DOENGES.
9. CYNTHIA BLANCHARD OBTAINED CONTROL OF THE MUSEUM ARTIFACTS THROUGH THE FRAUDULENT TRANSFER OF PRICE TOWER FOR $10 AS RECORDED INSTRUMENT SIGNED BY BRAD DOENGES IN FRONT OF A NOTARY AND THEN FILED WITH AN OKLAHOMA STATE OFFICIAL SPECIFICALLY THE CLERK OF WASHINGTON COUNTY OKLAHOMA.

 

WHEN WILL WE SEE CRIMINAL CHARGES AND AN ARREST OF CYNTHIA BLANCHARD?   SHE HAS COST BARTLESVILLE, WASHINGTON COUNTY AND THE STATE OKLAHOMA A SMALL FORTUNE.   CHARGE ARREST AND CONVICT CYNTHIA DIANE (FRENCH) BLANCHARD!
