Here is the information directly from Delta's website regarding the charging of unaccompanied minor fees: http://www.delta.com/planning_reservations/special_travel_needs/services_for_children/children_traveling_alone/index.jsp
Important to note: Children under 15 must travel under this program unless accompanied by an adult 18 years of age or older. The 16 year old is not considered a adult for this purpose. If you have questions, contact the airline directly.
Other airlines charge this fee as well.
