Actually, you troll, the FDCPA also says that the agency "may not call a consumer at a time and place they know is inconvenient for them", which, in English, a language you obviously do not speak, means that once he notified them he did not accept calls before 9 am, THEY HAD TO COMPLY!
That means contacting him at 8:45 when they knew that was inconvenient WAS BREAKING THE LAW!

If you actually did your research, you would see that the FDCPA allows for calling between 8am and 9pm your time zone.
805.A.1 Communication in connection with debt collection
-at any unusual time or place or a time or place known or which should be known to be inconvenient to the consumer. In the absence of knowledge of circumstances to the contrary, a debt collector shall assume that the convenient time for communicating with a consumer is after 8 oclock antimeridian and before 9 oclock postmeridian, local time at the consumers location;
