I was contacted by a company that sounded like it was named Sword Financial (I had trouble making out the name, but the name Dominion Financial never came up in the phone conversation) and promised a $5000 Mastercard for a one time startup fee of $279. I usually don't accept cards that require a fee, but I was enticed by the high limit of the Mastercard.

When the charge showed up in my bank account as coming from Dominion Financial, I did some checking and found the numerous claims of fraud from Rip-off Report.com. The first thing I did was call my bank and start a stop payment and file a claim to get my money back.

Next, I called Dominion Financial's phone number (supplied by my bank), and had about the same experience as pretty much everyone else who's reported them to Rip-off Report.com - I got the run around, and the Customer service person refused to transfer me to the "administration department," where they claim I can get my money back.

All this person would give me was a fax number for this department and a PO box number. I asked why they didn't have a phone number of the other "administrative" department, and I never got a very intelligent answer. I was told that they communicate via "internal email". I asked what the email address was, and they said it's not a regular email address, they just hit send and the message is sent.

Also, the customer service rep admitted that the Mastercard is a prepaid or "Store Value" card, and claimed that that fact was stated to me during the confirmation phone call. That's a flat out lie because none of the terms of the card were given to me at all. The only information I was given was that it has a $5000 limit.

I got this straight off the BBB's website about Dominion Financial, "According to the Federal Trade Commission's Telemarketing SalesRule, if someone guarantees or suggests that there is a strongchance they can get or arrange a loan or other form of creditfor you, it is AGAINST THE LAW to ask you to pay, or acceptpayment, for their service until you get your credit or loan." Therefore, Dominion Financial has BROKEN THE LAW. Also, I've been calling all over the place, even called their toll-free stonewall department (aka the Customer service number) and have been able to catch them lying about working out of Champlain, NY. I'm pretty confident that they are working out of Canada. I still have not been able to get any kind of street address out of them, but I have gotten the Customer Service rep to admit that Dominion Financial does not offer the credit card themselves, but that they use 3 Card Processing centers: SMS Inc., Worldwide Card Network, and the other name he mentioned was Northdale Mabry. Right now, I'm trying to contact someone at Worldwide Card Network and find out what the real mailing address or contact information is for Dominion Financial (Dominion has to get something from Worldwide Card Network, so I'm tracking the paper trail from the other end). Hopefully, I can find out what the real address for this Dominion Financial company is, or at least a phone number that's not their useless Customer Support number.
