Dominion Towing South is a contract towing service operating in the Quantico area. They have towed my daughter's car five times in as many months. She lives in the complex that they are towing her from. She has a visitor pass and was parked in a visitor spot. They towed her stating that she had been there more than 48 hours. So she moved the car up the hill about three blocks to another row of spaces labeled visitor parking. They towed her last night because the apartment complex up the hill was complaining that too many cars were parking up there and walking down the hill. My daughter works in the food service business, and she does not get home until after 3 AM most nights. She and I can't seem to crack the code on the ever-changing parking rules, and she can't afford to pay $150 to a tow truck driver every other night. What recourse does she have? Please help.

If she lives there, than she should have a pass showing that, not a visitor pass. Also read the lease she should have signed. They can do ANYTHING to you, if they put it in the lease and you sign on the dotted line. As far as, parking somewere else, the other apartment complex was in the right for having her towed. Those visitor spaces are for the tenant's living in that apartment, not for anyone else. She needs to talk to the landlord and get it figured out. If the first tow, (being parked for more than 48 hours), wasn't in the lease, than you might have a leg to stand on. As a manager of an apartment complex, my husband and I have to enforce the rules so that our tenants don't lose their 2 spaces to tourists. It sucks to have to call a tow truck on someone and it costs us money to do it too. We like to avoid those situations at all costs. Good luck to you and your daughter. I hope you get this resolved.

As a former Impound Driver in the Virginia Beach area I have some insight into this "problem". First Issue: Every property has different rules and regulations regarding parking. Visitors parking spaces, passes, etc. If they towed her for parking in a visitor space with a visitor pass for more than 48 hours then that is a good tow. The complex that she "lives" at determined they wanted to have rule in effect when they signed the contract with Dominion. If she was parked in the space marked visitor, a "resident" pass then she would be in the wrong also. An actual resident listed on the lease is given up to a certain number of parking passes. She is abusing the visitor parking and living there without the complex knowing about it if she has to use a visitors pass. Second Issue: You simply cannot go to any apartment complex and park in their visitors space with any visitor pass. They are assigned for the exact reason your listing that your daughter is creating for herself. They probably called Dominion and told them about her parking it there. There are call ins as well as regular patrolling of the properties. The company I worked for had some properties that were call in only. Every property and contract are different. You should be asking your daughter the real reasons she keeps getting towed or simply tell her to be more accountable for her actions. Any resident can ask the property manager for the rules with parking and they will be provided with them. Whoever she is living with that is actually on the lease was provided with that information when they first moved in. Just try to remember in the future that when it comes to a business, it will fail everytime when there is no demand for the service. There are several thousand impound companies around the world that are in business for a reason. She simply has to follow the rules like everybdy else who "lives" there. Most of the time when someone gets towed the 1st time they learn the rules. I had one lady that I towed 4 times within 12 hours. It really is just a matter of following the rules like the millions of people who live in patrolled properties all over the world. I hope this information was helpful.
