6/3/2010 It has now been over three years since I returned a defective DVD player, and I have never received the promised refund. I filed a complaint on the IC3 website, but other than allowing me to vent a bit, to no purpose. Here is a copy of what I wrote in that complaint:

I bought a DVD player for $86.77 including shipping on eBay from seller empire_liquidators as eBay Item# 270053760399 in late November or early December 2006 (I can no longer access the item information on eBay) as a Christmas gift for my cousin's son. I visited my cousin a few days after Christmas and we exchanged gifts. This is when I discovered that the DVD player didn't work. On 1/1/07, I sent an email to the seller via eBay's message system reporting the problem. On 1/16/07 I received a response directing me to call their customer service department and giving me the phone number. I called and was given a return authorization number of RMA968. On 1/19/07 I mailed it back via USPS Priority mail (confirmation# 0503 8555 7490 3609 3833) for a cost of $8.95. The package was delivered to the recipient on 1/22/07 per the USPS website. Not hearing from them, I called on 2/7/07 and was told that they had confirmed that the DVD player was defective, but that they had no replacements, but some were expected next week. I called again on 2/12/07 and there were still no replacements available, so I requested a refund. And waited. When no refund had been received by 3/12/07, I called again, and was told that the refund would be requested again, but that if the refund didn't show up on my PayPal account by the next day, I should call and ask for "Sandy." who was the only person who could actually make refunds. Since then I have called several times, but Sandy is either not in, is out to lunch, in a meeting or otherwise unavailable. I have left messages repeatedly but I have never been called back. I sent an email asking for help on 4/10/07, with followups on 4/20/07 and 4/30/07. All three received automated acknowledgements, but only the last one receved a response, saying "I don't know what this is about" (even though I referenced the RMA936 and prior emails which included all the details), and referred me to call the same customer service department that had been of no use so far. This is not a toll-free number, by the way. So I called one more time on 5/1/07, and I was told by "Dawn" that "everyone" is eating lunch in a meeting about all the refunds that haven't been sent", so no one was available. I left one more request for a callback, which I did not get. On 5/1/07 I emailed a final request for my refund and told them that if I had not received the refund by today Friday 05/04/07, I would initiate this complaint. I have received neither the refund nor any response.
