My company provides weather observing services to the FAA under contract at two airports in Ohio. We have had these contracts for over two years. The FAA stopped paying us for these services in September, 2002 and we have been performing these services without compensation since then.

The money is there, and the FAA has continued to contract out services, including new services since October; they simply stopped paying our invoices since then.

We have contacted them repeatedly and they have given no valid reason for non-payment. The funding is in place, they simply aren't doing the job of paying us.

At one point, an FAA employee there claimed to not even know where the airports were located, which matters since each county falls under a different wage determination. They claimed that we were billing them for too much money based on different wages, simply because they had our airports under the wrong counties. This occurred AFTER we had been paid for these same contracts for two years.

Whether this is gross incompetence or simple laziness, the fact remains that employees haven't been paid for two months.
