Amanda Penix called on July 5 2002, from 1st capital gave me a number 1-800-587-4152. They took out 199.00 out of my account on July 16 2002. My card still has not got here, so I called the number it's the wrong number. All I wanted was my money back. Thank you kathleen Graham

I agree with Ed. Government agencies will ignore small time rip-offs, but thousands of small time rip-offs can add up to one big class action against companies such as this. All these people care about is money. We need to hit them where it hurts the most, in the pocket book! My brilliant hard working associate correctly pointed out several issues regarding law enforcemnt, but he forgot to mention one important thing. We have learned through past experiences that many law enforcement agencies, escpecially those at the state and federal level, will not even consider launching investigations unless the amount of money stolen is in excess of approximately $50,000.

Apparantly they do not pay much attention to complaints made by 'small time' victims, and this is what upsets us. Hopefully, if we continue to pressure them, and report them when they fail, they will begin to put forth maximum effort on all crimes, both small and large.

I will not ask the victims to file complaints with Canada or USA government anymore. I know for a fact that the majority of these "scams" are originated by the MAFIA, and the heads of these organizations are in Italy, in the UK, Germany, Hing Kong, Australia, and many other countries as well as in the USA. ORGANIZED RACKETEERING. USA has RICO laws to cover these things, from drugs, money laundering, and numerous other illegal things that are not very pleasant. However, WITHOUT numerous complaints filed at these agencies, we have "no back-up". Having back-up for any actions that "may" take place, or "records" to use as back-up. I have not seen the FTC,FBI, or any other consumer protection agency do anything PERMANENT to stop these scams either, but that does not mean I will give up the fight. I HAVE seen STATE Consumer Affairs cover the bases, as far as individual states go. Federal? No. These scams have been here for years, tIt is not a new thing. With no complaints filed, there will NEVER be any action taken by them They need to be "PUSHED" to do their jobs, file compalints. Ricardo Martinez is one of their "Goons", living the high life for a while, The fines that may be filed upon him will not be HIS money that pays, it WILL be paid by "OTHERS", and he is willing to spend the "time" IF that is handed down to him as well. If you look at his record, he has been there before, and is not afraid to go back. The bottom line, they could lock Ricardo Martinez up for the rest of his life, and the scams would CONTINUE!

Donna,

I have been reading your rebuttals for the last few weeks, and I really appreciate your willingness to help and participate. However, I think that you are overvaluing law enforcement, and in turn, undervaluing us.

Victims of credit card scams all over the North America have contacted the agencies you refer to in rebuttals, but for some reason, just about all of the fraudulent entities reported to this site are still operating. Obviously, reporting these operations to law enforcement will usually not suffice.

I can assure you that the all forms of law enforcement agencies are well aware of Ricardo Martinez and his less than ethical firms, and although I am sure that they condemn his behavior, he still has the ability to scam the innocent. As a matter a fact, I am sure that he will have at least 10 new victims by the time I complete this editorial.

In any event, I have rarely seen the government arrest the principles of such organizations, and even when they do, restitution rarely, if ever, gets paid out. I could be wrong, and if I am, please show me one victim that received compensation via the government.

I am not saying that victims should not report these agencies to law enforcement; I am simply stating that it usually does no good. Instead, we should be putting more pressure on government agencies to take action, and report the agencies themselves when they fail to.

The government is well aware of the scams reported on this site, and they could easily contact us for help in locating victims, but as far as I have seen, they rarely do so. For that matter, they rarely contact any other external source of information for help; with few exceptions. When law enforcement does contact us, we always cooperate; of course with the permission of each individual victim.

Basically, we are one of the only organizations that has successfully arranged for mass consumer compensation, so it aggravates me just a bit when others fail to recognize our power, and past achievements. When victims do cooperate with us, and provide us with all of the information we need, the chances for reparation are extremely high.

If you are a victim, report fraudulent entities to law enforcement, but also file a Rip-off Report, and send us all of the information we request or that you think will assist us. Then, if law enforcement fails to take action as they have done all too often, file a Rip-off Report regarding them; let the world know.

You can go to your bank...ASAP, and file unautorized debit for refund. Good idea to close that account, as they will continue to debit with different DBA's and amounts. THEN...FILE COMPLAINTS at the following:
