Hector(Fransico) Picart is out of prision and has a new con, FullCircle Handyman Services in the Fresno and Clovis California area, I hired him to install a wrought iron fence, he tried to build a frence by welding each picket, a con welding skills is about good as a 5 year old. the fence start falling apart the next day. and when I refuse to pay him and request the $7000 dollars I paid him, like a con, he used the court system to file a fraudulent mechanics lien, start sending threating emails and when I file a lawsuit he uses his con artist skills by evading the law. Do not hire this man to sweep your floors, let alone any handyman services.
